exercise to restore efficiency, accountability

The Kogi State Government is set to commence a personnel audit of the State Civil Service, to restore efficiency, probity, and accountability into the system.

This is contained in a circular with reference number KG/HCS/REPA/ADM/48/V 1/T/31, signed by the Permanent Secretary, Research Evaluation and Policy Analysis/Certificate Verification, Office of Head of State Civil Service, Mrs. Shuaibu M.D, addressed to all Heads of Boards, and Extra Ministerial Departments.

The Circular dated 22nd November 2023 directed all staff of the Head of Civil Service, Staff on secondment to the Office of Head of Civil Service, and Staff of other MDAs having their paypoint in the office of the Head of Civil Service to personally appear before the HoS for the submission of their personal data for adequate planning.

According to the circular, the exercise was part of the mandate of the office to maintain adequate records of all staff of Kogi State Civil Service for proper planning and implementation, and restore probity and accountability.

It disclosed that the office had discovered some gaps in the available staff data concerning the affected personnel which had encumbered the proper planning for staff of the office.

The circular therefore directed all Directors of Administration of each MDA to appear in person with all the persons affected by the directive whom were required to personally present themselves and documents identifying them in line with their status as public servants.

The circular explained that all affected staff would be required to fill a form with their information, and also attach original copies of their documents for submission.

Our correspondent who spoke with some senior civil servants reported that there’s palpable fears amongst the workers considering what they went through between February 2016 and 2021 when the current administration embarked on its first staff audit and verification.

Recall that the State Government had in February 2016 inaugurated a Staff Verification and Screening Committee to reform and reposition the state civil service for top quality service delivery.

Governor Yahaya Bello while assuring people of the state was quoted as saying, “We are not unaware of, and not insensitive to the plight of workers affected by the screening. We regret the inconveniences caused by the screening which has been on for quite some time now.

“I wish to assure you that no genuine worker will be short-changed at the end of the day,” he said.

By Musa Solomon.

The Kogi State Government is set to henceforth sanction any school that bypasses the State Ministry of Education in the registration of National Examination Council (NECO) Examination.

The State Commissioner for Education Mr. Wemi Jones made this known on Tuesday during a meeting with some school heads in Lokoja.

He stated that the State Government has invested a lot of funds in Education and will not allow bad elements in the sector to sabotage the gains already made in the education ecosystem.

The Commissioner who was represented by the Acting Permanent Secretary of the ministry, Mrs. Barikisu Omolayo Onazare, noted that the State Government allocation of 30% of the State Annual Budget to Education was to ensure that every child of school age had access to quality, accessible and affordable education and would not tolerate anyone that wants to draw the hands of the clock back.

According to him, bypassing the Ministry in NECO or any other Examination registration would henceforth be regarded as a serious offence by the Ministry.

Speaking earlier, the NECO Desk officer Mr. Paul Baba said some schools in the State deliberately bypassed the Ministry in the 2025 NECO Registration.

He decried the unwholesome attitude of some schools in trying to undermine the Ministry by conniving with NECO staff in the State to sabotage the Ministry and the State Government.

According to him, the ministry is aware of a syndicate in the State NECO office who connive with them to collect half of the money meant for clearance in the Ministry and clear them without clearance from the Ministry.

He noted that this will not be allowed to continue as the Ministry might consider writing to the NECO headquarters to stop such Schools from writing the Examination.

Responding, representative of one of the Schools in attendance, Mr Sunday Joseph of Demonstration Standard College, Onyukoko, Okene pleaded for lenience on behalf of the Schools and promised that such ugly trends would not happen again.
